Canadian Coast Guard Base, Seal Cove
 

The Challenge:

This vital Northern BC Coast Guard base has existed for more than 50 years. The site expanded in stages over a 20-year period from the 1950’s to the 1970’s. Incoming electrical service from BC Hydro is transformed to building service voltage at five pole-mounted transformer locations, each with different electrical service capacities and voltages. The varying system voltages result in systems not being harmonized, poor electrical compatibility between buildings, and high maintenance costs. Additionally, much of the electrical equipment has reached or exceeded normal serviceable life. Canadian Coast Guard / Department of Fisheries Oceans Canada recognized the need to review system conditions and evaluate the serviceability, viability and safety of the electrical services to meet present and future needs of the base.

The Solution:

Prism performed a detailed electrical distribution system audit. An inventory of all major electrical equipment from the incoming BC Hydro electrical service to the various electrical panel boards was prepared for each of the base’s seven buildings.

Temporary electrical service analysis meters were installed on the electrical services to record data and provide vital electrical characteristic readings of the systems. This information was analyzed, and results were utilized to determine various systems load, voltage, power factor and harmonic levels. Prism identified an electrical system imbalance at the incoming electrical service. The detailed metering provided information leading to the source of the imbalance and recommendations to mitigate the cause for each location.

The Impact:

The study identified several recommendations for system upgrades to electrical services and detailed the priority for upgrades. Recommendations included such measures as establishing an equipment maintenance program, system equipment upgrades to better match the usage of loads, and upgrades of the electrical equipment to increase reliability and reduce maintenance costs.
